The north face store in Wheeling, W. Va. Cabela's is eyeing the Rivers project atop the former Rossman Landfill site in Oregon City.

He promised that the $26 million in urban renewal funds he expects from the city (once the project is 80 percent complete) will fund containment of the landfill's methane gasses and the extra pilings necessary to build in the area. There was not a representative from Cabela’s at the meeting, as originally planned.
There was overwhelming support for the site among those who testified, though some urban renewal commissioners criticized use of the city's share of urban renewal funding.
Urban renewal commissioner Nancy Walters questioned why Cabela’s often insists on public funding when it's been so profitable. Grogan later explained to the Oregon City News that his business suffered until the closing of G.I. Joe's further north on McLoughlin Boulevard, and he thought retailers shouldn't get an advantage from public funding.
