Millennium Bulk Terminals, a subsidiary of Australia's Ambre Energy, says it will remove coal export and Coal Washing related infrastructure from its shoreline development permit, now under appeal by environmental groups. Millennium CEO Joe Cannon said the company, which recently began operating at the site, would repair a dilapidated 1960s dock under the downsized permit and remove illegal structures from the dock and shoreline area, including hazardous conveyer systems. It would also apply for a separate permit to export coal. That permit would include a full environmental impact statement sought by Washington's Department of Ecology, Cannon said.
The terminal, at the former Chinook Ventures site in Longview,英文网站优化, could be the first major coal export terminal on the U.S. West Coast, shipping coal from the Powder River Basin in Montana and Wyoming to China and other Asian ports. In January, coal producer Arch Coal bought a 38 percent interest in Millennium for 25 million. "We're absolutely still committed to coal," Cannon said. "But it's clear there's been a Coal Washing lot of controversy. Our view is OK, we'll pull back and do an (environmental impact statement) that everyone can participate in, so everyone gets their full innings on the issue of coal." Millennium released its announcement late Monday and Ecology officials could not be reached for comment. Cannon said the department is "considering" Millennium's offer.
Environmental groups have objected to the terminal on global warming grounds -- the proposal to export coal comes amid planned shut downs of coal-burning power plants in Washington and Oregon. They also point to hazards from coal dust, among other problems. Brett VandenHeuvel, Columbia Riverkeeper's executive director, said Millennium's proposal was prompted by Coal Washing earlier reports that the company understated the amount of coal exports it anticipated when winning permit approval from Cowlitz County's commission last year.
