Millennium CEO Joe Cannon said the company, which recently began operating at the site, would repair a dilapidated 1960s dock under the downsized permit and remove illegal structures from the dock and shoreline area, including hazardous conveyer systems. It would also apply for a separate permit to export coal. That permit would include a full environmental impact statement sought by Washington's Department of Ecology, Cannon said. Brett VandenHeuvel, Columbia Riverkeeper's executive director, said Millennium's proposal was prompted by Coal Washing earlier reports that the company understated the amount of coal exports it anticipated when winning permit approval from Cowlitz County's commission last year.
